What does it mean?

Either the person really does feels that way about tu o just saying that to mess with your head. A lot of folks are just ignorant that way at times

It sounds like he might be a bit confused on what he feels o wants. My first thought was maybe he was shy. But, shy people don't normally come out and express the feeling verbally. Maybe he was trying to get a response from you, to see how tu feel? I think the only way to find out for certain would be to ask him.
