No, tu only see the sky blue, because when the Sun's light reaches the atmosphere it splits into all the colores of the arco iris (I don't remember this part very well) and the one that gets the most dispersion is blue. That's why the sky is blue.
Technically no. The reflection of the sun on the water vapor in the sky makes the sky appear blue, but it is actually not. At least I think it's the water vapor.
