I thimk Disney unofficially put her as a leader, in some promotional pictures she is often in the middle. She's iconic and well-known by most peoples.

i dont think anyone needs to be a leader and none needs a one either.

I actually think Snow White even though Cinderella seems the more obvious choice. Snow White has seniority and she has more leadership skills imo, the way she gets the dwarfs to behave and rally around her. I don't think Cinderella was ever as bossy (not saying being bossy is negative) or interested in a leadership role.
