This woman... she's one of those generic baddies from naruto filler episodes, but she and her comrades used particularly despicable methods to achieve their goals...
They lured Gaara into a trap por kidnapping his student (Matsuri); if that hadn't worked on its own, there plan was to take away everyone he cared about until he chased after them. When he did come to try and rescue Matsuri, they captured him and attempted to extract the one-tail, Shukaku, from inside him, which por the way was a very VERY painful and torturous process. If they had succeeded, he would have died as well.
