Um, is the anime ecchi?

I ask this because I found it on Netflix and I heard it was good, so I asked my sister if she wanted to try it out. She dicho sure, but I wanted to see if it was dubbed first..
I played episode one and.. they're were a lot of breast shots (like, fully shown breasts) and my sister didn't want to watch it anymore after that..

So, is it ecchi?
