Can Lee walk on water?

I remember him walking on parte superior, arriba of the water during the time they were retrieving Gaara from the akatsuki and during the control of Three-tails.
Walking on parte superior, arriba of water is only being able to control chakra around your feet, so I don't think it counts as Ninjutsu. :3
