I have no idea. I haven't seen that hair before. OH! It could be from a recap (Grindlewald, Gregovitch?) I think Greg was described to have long, blonde hair. o it could be a Peverall Brother (When Xeno is telling the story.) I can't explain the glow though.

I agree with Bangelusfan and ShadowQueen013: I think it's Tom Riddle too. Not because it "looks" like him. We can't see a face o hair color, so it doesn't really look like anyone.

However, Sirius is not made into a ghost, so we know it's not his ghost (better not be, o Yates will have Hell to answer to for changing that around). The setting looks like the Chamber and, if it's a flashback, it would explain why the person is glowing (which, none of the other ghosts glow like that, so why would Sirius?): When Harry destroyed the diary Riddle had beams of light shoot through him.

I think it's the part where Harry uses the ressurection stone and that's the ghost of Serious!
