According to the Harry Potter CANON Wikia, Ted tonks was a muggle-born wizard that was to the much confusion to the readers, was several times called just a 'muggle'. However, usually, pureblooded wizards, even ones like Andromeda didn't go into the muggle world a whole lot. So, as an assumed, and proved fact por the 7th book, Ted tonks is at the least a muggleborn wizard in order to even meet Andromeda. ~Severe case of misunderstood identification.
