No he did not. They were arm wrestling because she was she was a newborn, and Emmett didnt believe that she could beat him(they were on a bet, and he thought he would win), then he dicho 'Did Edward tell tu how many houses me and Rose smashed down?' Then Bella started counting to three to start the game, from 1, then when she got to 2, he shouted 3 then they started arm wrestling! So no, he didnt say that.
