Characters are everything to me! They are what make or break the show. If I can't get into the characters then I can't get into the show. I can name one show where I hated all of the characters and enjoyed it (Shiki) but I can name a lot of shows that had poor presentation and storytelling that I was able to enjoy because of the characters. And even more shows where the concept and storyline (though well written) just did not interest me (like Attack On Titan and--believe it or not--Avatar The Last Airbender) but the characters were enthralling and well established enough to pull me in and keep me around.

Voltron is a good example of this actually. The story telling ended up being a huge mess due to a plethora of production errors; link and last minute plot points. But I adored the characters so I stuck around. Granted it was another show with a premise that didn't interest me but the characters intrigued me.

So yeah, characters are thee most important aspect of a show or story for me.

I have a hard time choosing between the three, mostly because the presentation is part of what makes great characters and stories. Based on my values I never saw a character I thought was good without also having solid VAs, gestures, and designs. Additionally, I've never seen a good story without great animation, background art, osts and directing. The presentation is just something I value highly because of how important it is when executing the work. A good story needs a good presentation in order to do the show don't tell correctly. Additionally, good characters need their traits accurately depicted by the presentation in order to portray the character. An actively bad presentation gets in the way of both things mentioned above.

On the other hand, I can't really stand a story when characters are poorly-made. I have no reason to root for them, so any suspense I would've felt is gone. Characters play specific roles in a story that needs to be done well to get me invested. Furthermore, a good presentation can only take you so far, it can't really save a faulty character or redeem a poor story. The presentation is a big chunk of what makes both parts work, but if it has nothing to work with, it's not going to do any good.

Characters can save certain shows to an extent since, in Slice of Life shows, they are the only focus. They are more likely to stand on their own well, due to that fact that good character diction might be able to make up for anything bad presentation spoils. Reason being, that books and novels I see portray characters well and executing their personality through only well-chosen words. However, part of this reason is due to me just inserting the presentation here, so even then, it's iffy to say it can work.

Id probably do this one, then presentation, then story because I feel no show (imo) is capable of being good if the characters suck. Then a story can be good but if the characters who move it forward suck and the presentation of the world itself sucks, then the story might as well not function.

Over series I become enamored with, usually the sole reason is because I'm rooting for a specific character and I want to see how their story plays out. In addition to that I have to be invested in the main main character's progress even when they're not my favorite character, but the story itself has to be reasonable if I'm invested in either character's progress to begin with. So characters are #1, but only if I'm also enjoying the story backing the characters.

In some cases, though, the OST was so amazing that I loved it even though I didn't latch on to any characters, but the OST doesn't mean anything if the storytelling doesn't live up to it. Music can't boost the emotions if there are no emotions to begin with.

tl;dr Characters are usually the most important, but sometimes the production (specifically the soundtrack), but only if I'm invested in the story to begin with. The story itself isn't my main focus; it's just a prerequisite.
