Sure, they are arrogant people that I can't stand, but if I would be able to hold on to my personality (not be born there, and thus, raised that way), but be honest, people. Would you rather starve, be dictated, and reaped, or live a life of luxury, even if it's among conceited selfish lowlifes. It's human nature to want that. Besides, District 13 is just as bad as the Capitol. They beat people, dictate the citizens, and Coin was an overall terrible person. Not quite as bad as Snow, but still.

At least I wouldn't have to fear for loved ones.
