So, I just read all three books in the past week, I definitely need to re-read.
But: why does Cinna say in the first book that he volunteered for 12? I felt that he was saying that he knew Katniss would be in the games, and would be the key to leading a future revolt. However, the Peeta angle wasn't known then (or was it??), which was the key to getting the country to love the storyline and really empowering Katniss. It is implied that Peeta is the one to suggest he confess his love, yet Cinna asked them to hold hands upon entering on their chariot.. I'm torn on this whole issue, but I think Prim's name being pulled was not random.
Any thoughts? This is my biggest unanswered question.
