Do tu guys know how to make a Sonic fan character on the computer?

What I do when I wanna make a fan character is open a Sonic character picture on MS Paint and recolour the fur, eyes, skin.etc. I've made some pretty good fan characters. Ice the Rabbit and Storm the Hedgehog.
