According to season 2, Nathan. According to the storyline in my head Elle, and it the storyline in my head also says it can't be cheerleader because Peter killed her, along with Elle of course.

But yea ther noone he loves more then nathan. i loved the part in the finale of Villains, where Nathan is yelling at peter and asking him why he saved him from the building and peter just says, "becuase your my brother and i love you" nd then nathan goes, "thats not what i would have done" tht part was really intense and nathan was like gonna kill peter and ther was soo much tension and he asks him why he saved him and wen he said it i was like "well hes ur brother and he loves you duhh" lol and then rite after tht peter says like the exact same thing. idk, it was just soo simple yet soo powerful. it was really sweet and i knew then tht Peter probably loves nathan more then anything, no matter how big an asshole he is.

I would say Nathan, but after how he was treated in volume 3, it looks like things will change in volume 4, and Claire was always second

nathan he loved him alot but nathan was alwayz a you know like in dual peter saved nathan and nathan says why did you save me and blah blah he was sooo ungreatful to him but peter alwayz loved nathan the most no doubt

Nathan, Claire and even after thing Angela has done he still loved her.

Elle now lets be serious and Catlin he forgot about her so I wouldn't say her, she was just their cause of his memory loss. He loved Simone a lot as well.
