Yes, she could have. But that wasn't her job, the only reason she came to Ponyville was to oversee the job get done. She wasn't there to help out.

Yeah, I didn't understand why she was just idly sitting by when there was clearly an emergency. The water supply of an entire region of Equestria was depending on the success of that mission and one of the fastest flyers in the kingdom who has a significant amount of wingpower (besides Dashie of course) was just standing there, enjoying the movie. What the buck? :)
