I thought the same thing but apparently P.C. Cast dicho on her blog that zoey is hugging stark and heath is in the background.

she is definitely hugging stark and i think that's Erik in the background watching Zoey betray him again and she probably won't do that but u kno she wants to stark is so f-ing hot

i looked the awnser up and it dicho that it was stark with zoey and heath is in the background. i really hope zoey ends up with stark!!!
