lol dumb question: who is Carter?

i hated Carter he was a Jerk. He was in season 1 and was partying with Nate and Chuck i think.

He was the guy that got Nate into trouble with the gambling, and he was the guy that escorted Serena to the debutante ball... the guy Nate thought was dating Blair, causing the whole fight during the dance scene...
