On fanpop inicial page there is a bar that is green and in the upper right (on my browser). It says "Start a new club". If this was not what tu were asking, sorry.
fanpop doesn't allow new members to create clubes instantly. tu have to wait a few months after creating your account before tu can start a new club. It's supposed to make the creation of duplicate o spam clubes less likely.
