Why the akatsuki wear dresses? It keeps bothering me.And why must they wear rings?

i think they wear the robes with red clouds on them because the red clouds symbolize how blood and fuego will rain from the sky when they get all the jinchurike (sorry if i spelled it wrong) and they probably wear rings to mostrar there rank among them selves and to others

Well technically they are called "cloaks", but everyone to their own, I suppose. :)
The cloaks are the Akatsuki's "uniform". tu can always reconize a member if they are wearing a capa with red clouds stitched on it. Besides that, it seems to serve no other purpose than looking "stylish". XD
The rings mostrar their position in the organization, however their 1st importance is to aid in the process of extracting and sealing demons. Besides that, what the ring exactly means is unclear, but we do know that the rings are very important to the wearer, since Deidara was set on finding his when it was lost. The ring might also just be part of the uniforum as "Tobi" wasn't able to registrarse the akatsuki in till a ring was "available".

Its not a dress it is a capa sorta like a cape its más mystrious and más eady to hide wepons.

The dress is called a túnica, albornoz o cloak.
They are más common in japan.
A t camisa, camiseta isnt as cool as the capa o as evil.
The rings are used to memove the bijuu from the holder.

they are robes, it's used to identify a member and shows they are part of the group, the rings are actually part of ten rings (or both hands, to include the thumbs) that can be used to perform a sealing technique called the nine phantom dragones (with one being the zeroeth dragon which is the catalyst for the other nine) which has the power to remove other seals and get to a tailed beast when it's inside a jinchuriki it is also one of very few non even numbered seals which means it was made por the Uzumaki clan to sello tailed beasts, likely made por the sage of six paths to separate the ten-tails into nine smaller beasts (as he had the power to control chakra) this is likely what he used (but a reverse form of it)

The red clouds represent the rain of blood that fell in Amegakure during its wars, and were seen as a symbol of justice por its original members."

As for the rings;
