No, cara is kær ə. When I see car like that, it looks like kahr.
So cara would be like kær-uh/kar-uh while the car-uh looks like kahr-uh.
Its really hard when you're not using IPA or whatever. I'm reading care as care and car as car.
I believe there are people that does say it as car.

To clarify: The "CARE-uh" I used is the same as "Cara."
