I think he's just using her for something. He seems fishy. Really fishy. I hope Tenzin or Korra kicks his ass if he's just using her.

It certainly seems that way: He's very manipulative and self-serving. It also seems to me that he is controlling the so-called "Dark" spirits. He's initiating the attacks then calls them off making it look like he is "calming" them. He probably used the same tactics to make his brother, Korra's father, look bad and have him banished so he could become the tribal chief.
