Mizumi Himeji from Baka to Test to Shoukanjuu and Ciel Phantomhive from kuroshitsuji are the worst cooks beknownst to mankind.

Sanji from One Piece he is an awesome cook

I'm not at a computer at the moment, (so no picture) but Tohru Honda, from Fruits Basket, is a good cook.

Dento-kun from Pokemon Best Wishes from what I hear in the anime is that he's an amazing cook.

Akane Tendo from Ranma 1/2 is always the first one that comes to mind when I think of a bad cook. I feel so bad for her. She really expresses her amor in her attempts at cooking, but she just sucks at it. And she's got to learn to taste test it before trying to serve it first!

Now Kasumi, she's a great cook! So here's a bad cook, great cook combo.
