HELP! How do tu make a YouTube account with this current layout?

I had an old account but my brother kind of took it over, so I want to make a new one but I have no idea what to do. I went to "creat new account" and I made a google, o google+ idk, account, against my will, but when I go to the YouTube section it won't let me do anything and I asks me to sign in, so how do I make an account?? This is getting to be a really big problem for me and I really need some help please, thank you
