If the prerequisite for being Elena's boyfriend is someone who is not a ruthless killer then that automatically disqualifies both Damon and Stefan. Damon turns to killing when he is angry and highly emotional and Stefan is a ripper. I'm pretty sure if Elena's parents were still alive (her adoptive parents, not Isobel and John) they would be forbidding her from seeing Stefan and Damon since they are both serial killers. People just tend to forget that little fact about Stefan because he was on a woodland creatures diet when he met Elena.
