Is the A.R.K. más of a research station for the good of mankind o más of a secret military-grade weapons lab?

I have Sonic Adventure Battle 2 for GameCube, and I know about the el espacio colony A.R.K. But what use was it used for más of? Was it más of a good lab o a bad lab? I'm getting really confused here!
