What made us think Cookie Monster will become Veggie Monster?

In 2005, There was a rumor that they will retire Cookie Monster with Veggie Monster to help kids be healthy. I remember back in 1992, There was a sketch where Cookie Monster was decorating for his birthday party. And reads card that was on the box of his birthday cookies. Then Cookie Monster ate the whole box of his birthday galletas and there was none left for the party, He felt depressed and took a nap and had a nightmare on meeting a giant talking cookie. He was known as "The Monster Cookie", He tells Cookie Monster a tear-jerker story how he became that way. He was also a Cookie Monster as well, But his Cookie-Only diet caused him to become a cookie, and regrets that he never had any healthier foods. Cookie Monster woken up from his nightmare and remarked sadly "What a dream! Oh, Very sad!" And then gets angry when he picks up the cookie and scolded himself that should never eat galletas again. And instead eats a carrot, then a fish, follow por some whole wheat bread. And then, He eats a cookie afterwards, and remarks "Well, Maybe sometime a cookie!"
