I think Vampire Bella looks 10x better than Human Bella.

When she was a human she was cute and beautiful but after being a vampire she was only beautiful.No one would look cute with those hazel eyes

It depends what you mean by "cuter". To me, "cute" is a term applied to couples, children, puppies and kittens etc. I know some people use it as a synonym for attractive/hot though.

If you mean which version of her is better looking, I'd say vampire Bella. That's how it's meant to be as described in the books, anyway.
