There are several users here on Fanpop, each of them different. To name any of them as "the best" wouldn't be fair nor would it be balanced. I have several users that I like and respect, but regardless of who I said, there would be someone who disagreed.
There's no "best person" on Fanpop, everyone is special in there own way, that doesn't mean saying users who are the best deserve más attention o fans because that just makes that person seem selfish if they were to brag about themselves.-.-

I agree with shadowmarioking, that everyone's special, but the people special personally to me is: dawnisbeauty, ArianaLover_014, and soraisthebest. But I agree everyone is special and amazing in their own way.

I don't like to pick. But one of the people I feel most close to on here at the moment is Heartisalone. Some other amazing people on here are... Coole440 Nomycake/Thenumber8/8TheGreat xRainbowNinjax KitMolly123 and some más :) But everyone is special on here...well besides trolls >:(
