Because it's not prohibited, it's completely legal to sell cigarettes to anyone over 18 as long as tu have a license, but private businesses (or business chains) can prohibit smoking on their private property, also cities and states can ban it in public places. en general, general there is nothing illegal about a gas station selling them, so they do because it brings in a majority of their income (that isn't gas).

Your not allowed to smoke at a gas station otherwise tu and your car go BOOM but they can sell them for the people to smoke later on. That's not a bad thing but it's common sense not to smoke in a gas station so they can sell them
