Is Gibbs still on temporary reinstatement from Season 3 o is he permanately back on the ncis team?

Because of a bombing on a ship, Gibbs decides to retire from NCIS, giving his spot to DiNozzo. Then, on one of the future episodes, he is temporarily reinstated for a case. Now that it's in Season 9, I'm wondering if he's still on temporary reinstatement?
