I Want To Draw My Character But...

Are tu implying tu can't draw? o something else?
Anyhow if tu dont have tablet then tu wont have to worry about program's. If tu draw por hand tu do need a scanner, when hand drawing don't draw too faintly o your scanner wont pick it up.
If tu do have a tablet, paint is a good program to start off with and if tu haven't already download sai, it's a really good program but it's only a 30 día trial

when i first designed my characters, i took a look at what kind of country they were. if they were a fighting country, like Germany o Italy (okay, maybe not the best example), give them a uniform. if they're meek, like Hungary o Liechtenstein, give them casual clothing (preferably from they're country). also, look at their personality. if they're strict, but weak, try to mix Germany and Italy's uniforms together, while adding your own touches. for example, one of my characters, Rutuban, is bubbly and quiet at the same time. to make her uniform, i mixed Italy's uniform with another one of my OCs (Oceania) with my own touches. so... yeah. tu should get it por now. have fun! :3
