or

In regards to your question, if I'm understanding correctly, definitely option 1. If all tied characters only get maximum of one vote then this would probably mean quite a lot of characters would be put into the tiebreaker, so IMO it would be best to judge that based on the comments so the tiebreaker would have less characters.

I don't think your 2nd option would be a good idea because we'd be eliminating several characters at once and I can see it failing if not many people comment with their lists. Well, actually, I do like the idea of it generally (I am obsessed with lists lol) but at the same time I don't like the idea of eliminating 10+ characters at one time.
