Yes. It's a part of Ursula's dressy image. I pick this guy's outfit because he looks gay (I have nothing against gay people. I have gay friends. I just don't like how this outfit looks on this guy). I like the old man rags. It makes Jafar look creepy, dark, and mysteries. Perfect for his character in this scene. Even though it doesn't look good. lol.

I like the rags! They work for him cuz it's a COSTUME. He doesn't dress like this normally so it had to be drastic and kinda silly. I sort of love it actually
