Why did they kill all the airbenders?

Why were all the airbenders killed when Rokku died? Wouldn't the avatar have just been reborn in a waterbender if he was killed? This has always confused me.

It is the Avatars duty to keep the balance between the four nations, seeing as the fuego Nation has the largest military the other nations couldnt fight back they could only defend. They needed the avatar

yes the firelord is just to stupid to think this thru. but mostly i think he tried to wipe them out before aang was born so there were no airbenders for him to reicarnate into. so the cycle was broken.
