The best I can come up with are these two and they probably don't fit light blue and red exactly.

Hinoe from Natusme Yuujinchou has dark blue hair and red eyes.

Urara from Tsuritama has light blue (and pink) hair and rosado, rosa eyes(yeah not really all that red).
