There was buzz about a movie and now there's buzz about a mini-series. Does that mean the movie is shelved? Anyone know what's going on?

The movie was supposed to be filmed this summer. Apparently the operational cost for zorro, fox was too much and they decided they'll make a mini serieswith 12 episodes: it's called "24 live another day" and it is officially anounced for summer 2014. Apart from Kiefer it'll have as directors Howard Gordon and Robert Cohran, as the original series did.
