Can people understand Wishbone?

During the episodes we here Wishbone's voice, and the characters, in the libros at least, seem to react to what he says, but there's no animación of his mouth, and he barks.
So my pregunta is, can Wishbone talk so other people can understand him, o is what we hear is just his thoughts, and he imagines the characters in the libros responding accordingly?
