Could the Video games that are cancelled from japón can remake the games ?

How so ?

Will Sega for example, in around 1999 they cancelled producing game consoles and there video games but....i have a sega genesis created por at games. so tu can say when japón games are canceled, other company's help out to make them o duplicate them again.
