Who is the strongest and best Ninja in Naruto?

Itachi Uchiha is por far the most knowledgable and resourceful ninja on Naruto. My point being In the last few years of his life he had possession of Yata Mirror, Shisui's eye (which held the most powerful genjustu and gave to Naruto), The Sword of Totsuka (Which he uses to kill Orochimaru), His all legendary Mangekyou sharingan (Which contained Amaterasu, Tsukuyomi, and Susanoo). He also uses his skill set and knowledge to single handedly influence major events all throughout Naruto, When he could've easily stolen his younger brothers eyes, kept all his arsenal, and overthrew Tobi

It would be uchiha itachi and uchiha madara but since they are dead it would be sasuke but madara is revived por obito so -but madara transforms into kaguya and kaguya is dicho to be powerful so kaguya then the uchiha clan

Right now it would hashirama the 1st hokage because right now madara is the strongest but he even dicho himself hashirama is the only person who could defeat him
