This is the most insane question I've seen. Did you guys just miss the ENTIRE point of the series?! It's not just some stupid teenage romance book with a dystopian twist, it's supposed to warn of how terrible something like the hunger games would be.

It depends who was picked in the Reaping. Was it a family member or a close/good friend? But most importantly, was it a female who I cared that much for? You can only volunteer if they're the same gender as you.
