Uh, I don't think anyone won the Quell. I think when they destroyed the forcefield and retrieved Kat and Volts that kind of negated the Hunger Games, especially since the Capitol has a full-on revolution on their hands. That's why they destroyed District 12 as soon as it happened.

And I don't think the Capitol has any intention of letting Katniss live if they can help it. President Snow's been after her blood since the tour and with her being the icono of the uprisings he strategically can't afford not to kill her.

As for his plans for Peeta... I doubt he'll be letting Mr. Mellark just go free.

okay, so once the force field was destroyed and it was a dash for the tributes the Quell ended. so really there was no winner at all and the plan all along was to get all the tributes out of there. i think that it took Katniss a while to process this and they were trying to mostrar the capitol that they were más powerful than them. its CONFUSING

Yes,only one can win but since peeta got taken along with all the games players and katniss got taken por Haymitches hover craft along with Beetee the quell got cacelled. But the capitol wont resume the quell in the siguiente book they will go at war with district 13.
