it depends on what tu mean... if u want to make a gif image it quite easy and tu can do it in many sites... but if u want to cut parts from a video and then maybe put it along with others tu can use programmes like Windows Movie Maker which is in every computer that has windows... if u have an manzana, apple computer o one of any other kind there are also programmes like Power Director, iMovie and others which u can use...
