I meant how do tu make your own anime character online?

I seen pictures of people's OCs and they were anime and I was wondering how to make them :/

^Exactly. tu draw them first and then editar your picture and bam. tu have your own OC character...at least that's how I think tu do them. I don't know, I don't have an OC.
