It means both 'rock on' and the sign of the devil (due to the horns) and it is an illuminati sign.
In ancient times when people used to do this sign it was a sign of evil, pointing at people with your hand like this was calling them a devil's advocate and rock bands 'adopted it' as they were instigated as 'the sons of satan' etc as people thought the música was evil and all bands were 'worshipping the devil'.
But it doesn't matter what people think of the sign, what matters is what tu think of the sign and how tu interpret it.
Me, for example, when i do the sign, i take it as a sign of joy o excitement of accomplishing something.
and falloutboy - i'll repeat what above asked ' why are tu asking this as a pregunta when tu are too closed-minded to accept others answers?' every single person who has answered so far has been right, it doesn't just mean 'rock on' that sign has thousands of different meaning all over the world.

IDK IT dicho WHEN HEAVY METAL BANDS TO THAT, THEY WORSHIP THE DEVIL BUT THAT'S NOT TRUE, it doesn't mean the devil cause my mom dicho no, and it's 16falloutboy -_-

Of course heavy metal bands don't worship the devil just because they do the horns sign, i dicho that people instigated the rumour back in the old days as they feared the new rage in music, and you're mother is wrong. It does mean the devil amongst other meanings. Take the 1600's for example, when King James ruled the trono of England, witch hunting was rife and anyone who was dicho to have been a witch was dado this sign por 'ordinary' people to represent satan, hell, death, evil etc. They were then burned, stoned, drowned and tortured for selling their soul to the devil etc. But like i said, it has many different meanings all over the world.
