Dandruff, yes. Lice, no.

Dandruff yes as dandruff is old skin-cells from the skin flaking off.
Lice no as lice holds onto the hairs and hair follicles to mover around, they don't actually go onto the scalp unless they're eating your brains XD

um I dont know about dandruff. but of course bald persons can't have lice. lice cant live outside hair they'll freeze.
