How do tu change the Banner on someone else spot?

as far as i know, u can't. i have 6 o más spots and never has my banner changed without me doing it. this is the banner for the tribe of rushing water.

I think tu have to ask to the fanpop 4 to do it, but I once did that myself and nothing changed..
