if only light magic can defeat Zelena then why isn't Glinda's magic able to do it?

I don't really know to be honest but Glinda dicho "Even my magic isn't powerful enough to defeat Zelena" so I imagine it depends on the power level Glinda has got. It may just be that Zelena is más powerful than her/and her light magic. I don't know though.
