What happens if a werewolf pack leader is killed por a non-werewolf?

When a pack leader is killed por a werewolf, the killer becomes the new leader. What happens if the killer isn't one, though? Would they try to infect him then force him to lead? o would it be the one situation where the pack would avenge the dead leader?
