Both, depending on the season I think. Season 1 I think Lucas was obviously more invested than Peyton. She was willing to call it quits, for Brooke's sake... and he clearly wasn't. And again, for instance... in 5x05, we saw him propose to Peyton, and be willing and ready at age 19 to spend his life with her. That was also followed up by numerous other proposals, on his part. That's just one example, but I definitely think he had his moments of being more invested in them than Peyton, at certain times.

But overall, Peyton was obviously much more loyal to him throughout the show. And she fought for him, like he wanted to be fought for. And I love her for it <33
