it doesnt prevent rating (seeee how the new system is a good idea now?) o commenting BUT tu can reportar the user should they write offensive comments. in respuestas o foros tu can reportar the response directly o if its on one of your images, videos etc
copy and paste the url into the notes section when reporting the user. this way the f4 can be alerted to the persons behaviour. if they misbehave the f4 can warn them o if they REALLY misbehave ban them.
normally its best to just ignore weird people on the net. if they do get really creepy though tu can always contact the f4. dont try to make matters into your own hands.
